Luis Montoya
Planning and Development Manager, DART
Luis Montoya is the Planning and Development Manager at the Des Moines Area Regional Transit Authority (DART). Before moving to Iowa, Luis worked for the City of San Francisco as the Director of Livable Streets, overseeing projects to improve safety and promote alternative transportation. Luis has also worked on zoning and neighborhood planning for the City of Boston.
With the interdependence of housing and transportation - helping people navigate from where they live to jobs, shopping and schools, and the fact that housing and transportation account for the two biggest expenses in most people’s lives, planning is best served when they are addressed together. Luis brings a unique and valuable set of experiences to the PCHTF Board having worked in planning for essential services in other cities who have challenging transit, housing and other essential services needs.
Luis received a Bachelor of Science in Environmental Studies from the University of California, Santa Barbara, and a Masters in City Planning from the Massachusetts Institute of Technology.
He and his wife have two sons.
