Supporting the Development of Stable Housing
The Polk County Housing Trust Fund (PCHTF) supports four distinct programs to encourage the development and retention of affordable housing. Each program was designed locally to meet the specific funding needs of our community. We fund projects throughout Polk County. The advantage of the Trust Fund is that it allows for moneys to be used to fund projects that are of vital importance to the community. Innovation is encouraged and rewarded, because there is a finite amount of resources available, each activity that is funded by the Trust Fund must be unavailable from any other source. PCHTF's three structure-based funding programs are: Capacity Building Development, Pre-Development and Technical Assistance Funding.
Technical Assistance Fund: This program provides funding for neighborhoods at the earliest possible stages in the development of a project before permanent financiang can be secured. Activities include: options to purchase property, market analysis, architectural fees, and legal fees, among others.
Pre-Development: The pre-development fund is to provide funding at the earliest possible stages in the development of a project before permanent financing can be secured.
Development: The purpose of the development fund is to provide grants or loans to developers to fund acquisition, rehabilitation, and new construction of owner occupied and rental housing.
Home Ownership Opportunity Fund: Through programs administered with local financial institutions, PCHTF provides down payment and closing cost assistance to those with low-income, or who are purchasing a home in a low to moderate income census tract of Polk, Warren, or Dallas Counties. (Funds are not currently available for this project)
